Engineer provides road improvement timeline

On Tuesday, June 24, Montvale Borough Engineer Andrew Hipolit gave the governing body a timeline for this year’s road improvement program, which in addition to the annual repaving program includes projects at Summit Avenue and Memorial Drive.
Road resurfacing
Hipolit said that designs for the proposed 2008 road program will be ready by July 1 and that the project will go out to bid on July 12. It is unknown how long the program will take to complete, however, because the list of roads to be resurfaced will not be finalized until after the mayor and council reviews bids.
The proposed list includes Candlelight Drive, Olde Lantern Court, Moulton Drive, Hillside Terrace, West Drive and Crestview Terrace for a total estimated cost of $691,062.50, including more than $80,000 in miscellaneous upgrades to borough streets.
Summit Avenue
Designs for Summit Avenue roadway improvements will be complete by July 11, followed by designs for Memorial Drive and an associated bike path on July 18, said Hipolit. Both projects will go out to bid on July 26.
Summit Avenue is expected to be repaired in two stages. One portion of the road, from Spring Valley Road north to the New York State border, is included in the 2008 road improvement program and is estimated to cost $237,450. The borough will use a $150,000 New Jersey Department of Transportation (NJDOT) Local Aid Grant to offset costs.
The second portion, from Terkuile Road to Spring Valley Road, would be completed in 2009 if the borough obtains a second NJDOT grant.
Hipolit said that this year’s portion of Summit Avenue is “a quick job” and will be completed this summer.
Memorial Drive and bike path
The Memorial Drive project, said Hipolit, will be “the most difficult” of the three. It includes roadways improvements to Memorial Drive, a paved path that will provide a safe bike route along Memorial from Bayberry Drive to West Grand Avenue, additional milling and paving behind the DPW building and senior center, and the repair of driveway aprons at the firehouse for a total estimated cost of $575,000. Offsetting the cost is a $195,000 state Department of Transportation grant.
Hipolit said that work on Memorial drive will most likely begin later than the rest of the road program, in the middle of August, and continue through the fall. He said it is possible that the project will be complete by early winter, but bad weather could push final paving into the spring of 2009.
